Go to the South all the way to the part with the truck, tank, and royal-looking stairways.
Go up the ladder onto the roof of the building then turn right when you get up there.
Walk to the corner then when you look down, you see a small orange thing. You have to jump on that from the cornerof he roof but you have to crouch at the right time to get on.
When you get on, look right. You'll see a little orange thing. You have to stand back up and jump on that. Now, your up!
