If you go to Leyawiin, across the street from the fighters guild there is a place called Blackwood Company Hall.
If you go in, then find an Argonian (lizard dude) named Geel.
If you pickpocket him, he has a lot of enchanted arrows.
I suggest taking all of them.
If you use the duping cheat, use it on the Stormcall Arrows. They are the best.
