An easy way to get this achievement is to manage the max number of teams in a dynasty (12).
Make sure you pick 12 Top teams and then simulate throught the season and the offseason until you get to offseason recruiting.
Then advance the 5 weeks and select Top classes.
Guaranteed one of your 12 teams will be the #1 recruiting class whether or not they were a national contender
