The chop shop in the Downtown District, Fillmore requires an FBI vehicle (which is worth $5,000).
So get your wanted level up to five stars and camp out on the side of the road by the chop shop, then just kill the FBI agents and take the truck into the chop shop.
Repeat this as much as you wish.
