In order to do this you must have numerous paintbrushes. When you drop one paintbrush you will notice that it doesnt drop and it will just float in the air. You can jump on top of it and then drop another and then jump on top of that one. If you repeat the process you can get on top of buildings and things.
The walking space on the paintbrushes is very limited so you have to be careful.
